Take the movement out. Touch the second hand (gently) with a piece of pegwood. If it moves easily you’ll know. It should be “tight” on the post and not move with a gentle touch. Thankfully, it's simply an issue of the hand not being placed on the post correctly instead of being something wrong with the mechanism. Because of that it's a really quick fix.
